Cada any, aquest petit pa\u00eds atrau molts inversors estrangers, atrets per les seves avantatjoses condicions fiscals. No obstant aix\u00f2, davant una preocupant pujada dels preus immobiliaris, el govern andorr\u00e0 ha pres recentment mesures per regular la inversi\u00f3 estrangera en aquest sector.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">El mercat immobiliari andorr\u00e0 en poques xifres<\/h2>\n\n\n\n<p>Des de l&#039;obertura econ\u00f2mica total del pa\u00eds l&#039;any 2012, que va permetre l&#039;arribada de capital estranger a 100%, els preus immobiliaris a Andorra han explotat literalment. Entre el 2018 i el 2023, van augmentar m\u00e9s de 30%! El 2022, el govern ha autoritzat ni m\u00e9s ni menys que 500 sol\u00b7licituds per a la compra d&#039;immobles a inversors estrangers.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n  <p>El Principat atrau inversors i empreses d&#039;arreu del m\u00f3n gr\u00e0cies al seu atractiu sistema fiscal. L&#039;any 2016 es van registrar 7.528 sol\u00b7licituds d&#039;inversi\u00f3 estrangera directa per crear un negoci o adquirir almenys 10% del capital d&#039;una empresa andorrana.<\/p>\n  \u2013 L&#039;equip AND Capital\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\">Suspensi\u00f3 temporal de les autoritzacions d&#039;inversi\u00f3<\/h3>\n\n\n\n<p>Davant d&#039;aquesta situaci\u00f3, el Consell de Ministres d&#039;Andorra va aprovar el setembre de 2023 <strong>la suspensi\u00f3 temporal de les autoritzacions d&#039;inversi\u00f3 immobili\u00e0ria per a no residents<\/strong>. Aquesta mesura d&#039;emerg\u00e8ncia pret\u00e9n evitar una crisi d&#039;habitatge per a la poblaci\u00f3 local. Va ser debatut i votat pel Consell General del Govern el 7 de setembre de 2023.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Implementaci\u00f3 d&#039;un impost sobre inversions estrangeres<\/h3>\n\n\n\n<p>Al mateix temps, per controlar l&#039;especulaci\u00f3 immobili\u00e0ria tot fomentant les inversions estrangeres, <a href=\"https:\/\/and-capital.com\/ca\/lleis-andorra\/\">un projecte de llei preveu l&#039;establiment d&#039;un impost progressiu sobre la compra de b\u00e9ns immobles per part de no residents<\/a> :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>3% per a la compra d&#039;un primer habitatge unifamiliar<\/li> \n<li>5% per a la compra d&#039;un habitatge unifamiliar<\/li>\n<li>8% del 6\u00e8 habitatge<\/li> \n<li>10% de la 10a propietat<\/li>\n<\/ul>\n\n\n\n<p>Aquesta nova eina fiscal, que segueix sent poc restrictiva ateses les nombroses <a href=\"https:\/\/and-capital.com\/ca\/beneficis-fiscals-a-andorra-2\/\">avantatges fiscals<\/a> i el dinamisme tur\u00edstic d&#039;Andorra, permetr\u00e0 finan\u00e7ar la construcci\u00f3 d&#039;infraestructures i habitatges per als residents.
